A couple of articles at debuntu cover its feature. Since then, many features were added and synchronizing subtitles as never been that easier.
Translating subtitles is also a piece of cake as you can start from a standard subtitle, type your translation aside, and when done, “Apply Translation”, and the translated subtitles will replace the original subtitles.
